Whistleblower protection
In accordance with EU Directive 2019/1937 and the Estonian Whistleblower Protection Act (in force since 2023).
What is whistleblower protection?
A whistleblower is a person who reports a violation within an organisation. The EU Directive obliges organisations to ensure that those who report violations are protected from retaliation.
What can be reported?
Under this policy, you may report violations related to the activities of SL Tervisekeskus OÜ that concern:
- quality of healthcare services and patient safety;
- financial violations, fraud, or corruption;
- breaches of personal data protection requirements;
- occupational health and safety violations;
- other violations of EU or Estonian law.
How to report
Violations may be reported:
- Through official channels: via the Health Board (terviseamet.ee) or the Data Protection Inspectorate (aki.ee).
Confidentiality
The identity of the reporting person will not be disclosed without their consent. Anonymous reporting is also permitted; however, we will not be able to inform an anonymous reporter of the outcome of the process.
Protection from retaliation
Any form of retaliation against a person who has reported a violation in good faith is prohibited - including dismissal, demotion, or harassment. Violations of this protection are subject to criminal sanction.
Process
- Acknowledgement of receipt will be sent within 7 days of receiving the report.
- An initial assessment will be provided within 3 months.
- The reporting person will be informed of the outcome of the process.
